So I’ve done a bit of research and I think I may have found out how to get the armor set; https://www.guildwars2.com/en/news/building-your-guild-hall/
If you scroll down to ‘A Place for Everything’ the post says the fifth building is the market, and will allow you to ‘be able to unlock a new tier of guild weapons and armor for your weaponsmith and armorer.’
