Q:

Simple question: Stat based guild consumables (IE WvW Fort + 10% player health), when activated twice, is the effect doubled, so to speak? Is it player health + 10% + 10% to the n times of activating? Same for other benefits like this? Or is there a definitive cap at some point? If so, what is that point?

While I have not actually used a WvW Stat boost, I have used the 24hour PvE guild boosts. Currently you can not build multiples of these guild bonuses. Meaning you could not have 2 of them to activate simultaneously to do what you are asking.
