Guild Wars 2 Bandwith usage
If you are patching, then that speed is a problem.
If you are playing then that is normal. People always underestimate the amount of data actually being exchanged with the servers per second while playing.

Depends on your set up really. Are all PCs and devices on wireless or ethernet cable, or both. If wireless there are a lot of things which can affect signal strength and disrupt the signal.
Your router and/or firewall could be causing issues.
What times does this slow down occur? During prime-time more people use the internet, meaning less bandwidth, so do a speedtest when next time you have issues to check.
If your PC is connected wirelessly, then try a cable. If your PC is too far away, buy some powerline ethernet adapters instead.

The huge answer is NO, GW2 bandwidth is normally less than dialup, patching occurs BEFORE you get into the game. However, Windows updates don’t care about your surfing habits and will suck down all your bandwidth at a moments notice. Also torrenting will do that as well if you don’t set the limiters. Streaming HD content, multiple concurrent gaming sessions, and a very cheap router are all causes of poor bandwidth (mostly because it’s actually being used).
But gw2 is by far the least greedy of the bunch. I have a pathetic 2mb/s connection and I can do tons of things simultaneously on 4 different computers at once with no problems but I have a really nice router and am ethernetted to it, the other computers are wireless.
The biggest issue is psychological, this week there has been a massive infrastructure attack which has slowed down several popular sites, the easiest thing for someone to blame on the consumer side for this is games and you were gaming when they experienced the slowdowns so it must be your fault!
Define “can’t use the internet”. What sites are they trying to access or what are they doing? While you are playing, have them run a speed test, most online games use very little bandwidth, at least for a connection like that, it should be no problem.
FWIW, I often stream Twitch, Netflix, and/or Youtube during play sessions, and others in my current household have not had trouble doing Typical Internet Things (email, browsing, on-demand video of their own on other machines/the television) when playing GW2 (or other games).
The actual amount of data needed for a player’s client and the game’s servers to communicate is not as much as you might expect. Part of the reason the client is so large is to avoid having to stream textures, animations, etc. in order to minimize data usage.
edit: Really with your listed speeds I’d wager any slowdown that was specific to the usage of folks in your household/on your home network would be from multiple video streaming services or if someone was torrenting a lot before I’d point my finger at games.
