1. Hosting is different than a domain name, they may come/sold in bundles but usually they are sepparate. The free domains/hosting are crappy as hell, you get limited space, limited features, limited bandwith, etc. so your website will run really slow and depending on the free host you’ll get spammed with adverts.
You can get cheap hosting solutions around 5$ per month while the domain name would be around 30$ per year (varies by the domain extension).
Ofc this all means you need to be or know someone who is tech savvy and can configure the host, domain and your forum.
2. – 3. Both forums are good, again, as long as you know how to integrate the tooltip scripts in your code. (http://en.gw2data.com/webmaster/tooltips.xhtml)
TLDR: If you want fancy stuff and a cool website you need to invest a little in it. Can’t offer you advice on the free ones since they are all crappy imo.
Don’t skimp on your host, you’ll want a decent one. GoDaddy is honestly one of the best out there, good service, good support, and they’re cheap. Look into that.
As for forum software, I would highly, HIGHLY recommend XenForo. If you’re willing to pay for the license, it’s by far the best forum offering out there, and you can actually develop a really nice website with it and absolutely nothing else. Tons of plugins available as well. We’ve been using it for years and it’s absolutely fantastic.
