Is the digital deluxe edition, the core game they mention on the list of restrictions page?

What do you mean restriction page? I think can still upgrade core game to digital deluxe in gem store. Also if have HoT can upgrade to deluxe version HoT in gem store.

He means the page where they list the differences between core, free to play, and HoT accounts.

Core is everything that was in the game before HoT comes out. You can usually only get this now if you buy it from another retailer or if you have not upgraded to HoT yet, your account is considered a core account. If you buy the game from the main site, it comes with HoT +core.

Digital deluxe comes with some cosmetic goodies. The gem store version, is the original digital deluxe edition, which if I recall correctly comes with the mistfire wolf elite skill, and a Rytlock warrior miniature. The version on the site gives you HoT+core and an exclusive guild hall decoration(your choice between three), a Rytlock revenant miniature and an extra character slot.

In terms of the restrictions page Digital Deluxe is identical to Core. The only difference between the two is that Digital Deluxe comes with some bonus items and a novelty elite skill.

However it’s different to the HoT Deluxe Edition (confusingly), which comes with different bonus items.

(I just checked and it’s not possible for a free account to upgrade to directly Digital Deluxe, you’d have to buy HoT and then buy the upgrade. It shouldn’t be possible to buy a Digital Deluxe account key either, since they were only sold through Anet.)
