Hackless first person mod?
I don’t know about any programs, but what I’ve been doing is getting some distance, using the /sleep command and then zooming in really close while turning the camera a little bit up until my character is out of view.
That said, I totally want first person view.
Any mod at all violates the ToS. You may want to stop using them if you like playing the game.
Game devs have been quoted saying that they are fine with mods that dont give you any advantage over the other players, and as long as it doesnt affect the other players game play. At least thats what I read ? O_O
EDIT: I managed to find a hackless program, I would love for someone to confirm or deny whether or not using mods of any sort are completely disallowed.. As far as I was aware ANet had no obligations to modding. For those of you curious and in the event an admin sees this, I have refrained from using the mods until I have confirmation of ANet’s stance on them,
The use of mods is “not supported”. Do they violate the ToS outright? I suppose it depends on the action of the mod. It has been confirmed and reaffirmed that one button press can never ever result in more than one action. So there’s at least one fundamental rule. But I presume Anet isn’t going to seek and destroy absolutely every mod out there just for being a mod.
I suppose the most important thing to ask about each mod is this: “Does this mod give me an advantage in some way above and beyond what mod-less players have access to?” If the answer is Yes? You probably shouldn’t use that mod. Devs understand that mods will inevitably exist, so I’m sure they feel some sympathy for the ones that aren’t out to imbalance the game in any way.
But if you want to perfectly obey Anet’s wishes: no mods.

I assume they’re using the same approach as in GW1:
Gaming mice/keypads/joysticks are ok as long as action are mapped 1:1.
Programs that provide only cosmetic changes are ok, like Textmod which just changed the images. (Textmod does make the GW1 Cartographer title slightly easier, but it’s not a big difference.)
But anything which automates gameplay, or gives you an advantage over other players isn’t allowed.
I can’t see them objecting to first person though, unless someone can seriously claim you can fight better that way, which seems unlikely since the whole combat system is designed around 3rd person and with it being so movement focused being able to see what’s going on behind your character is extremely helpful.
