Since the “linkage” between GW and GW2 still exists, why is the Hall of Monuments in GW2 still “disabled”??

Because there was a bug that gave people HoM rewards that didn’t earn them. They are still working on the fix and claim it will be soon. Here is the last red post on the issue:
