So, with the change to the infinite tools, ANet are offering refunds with a submitted ticket (thread here)
I submitted my ticket, and got an email asking this.
“If you would like to receive a gem refund for any extra soulbound infinite gathering tools you may have acquired, we will be happy to assist. Please be sure you convert one of each of the infinite gathering items that you possess through a Black Lion Weapons Specialist. Then take the following steps to request a gem refund for the extra items:
1) Delete the extra items for which you would like a refund. Eligible items include the soulbound versions of the following: Chop-It-All Logging Axe, Molten Alliance Mining Pick, Consortium Harvesting Sickle, Bone Pick, and the Jack-in-the-Box Scythe.
2) Reply to this ticket immediately after deleting the item or items. A support agent will verify the deletion and send you the appropriate number of gems which will appear in your in-game gem balance. Each item originally cost 800 gems, so your refund will be given in increments of 800."
I’m not questioning if this is a legitimate AN email, because it is. I’m very wary of deleting tools and the system not recognising me for a refund. Has anybody done this and gotten their refund? I’d like to hear.
What’s very confusing is it tells me to convert each of the tools, but only soulbounds ones count when deleting? So do I convert or not?

I haven’t, although I’m tempted to try deleting my Molten Pick and requesting a refund so I can buy a Bone Pick instead because I prefer the animation.
I’d recommend taking screen shots, either one of all the tools together in your bank or one of each tool (maybe with the mouse hovering over it to show it’s soulbound) before you delete them. That way you will still have proof that you did have the tools.
Also keep the email they sent you.
Then if necessary you can send in the whole lot to prove that you had the tools and they told you to delete them.

What they mean is to convert the soulbound tools that you want to keep to the new, accountbound version. They say “one of each” because it’s written on the assumption that you’ll only want one pick, one axe, and one sickle once you can shuffle them around. Do not convert the extra soulbound items you have, the ones you want to get rid of, to the new version.
Then, when you delete items, only delete your extras. (The soulbound ones.) You don’t need to delete the accountbound ones, because those are the ones you’re going to keep.
It’s a little confusing, and not exactly an attractive system to have you delete them first, but deleting them seems to leave a record that the support agent can check, so they can give you your gems while being sure that you’re not still holding onto them.
Again:
Convert only the ones you want to keep to accountbound versions.
Delete only the extra, soulbound ones you want a refund for.

I wanted to add: it looks like they’re only refunding duplicates. So you can’t have one molten mining pick, delete it, and ask for a refund to buy the bone pick. Any clarification would be appreciated, I just want people to think before they start deleting their stuff.

Yes, this. You need one named item that is the same account bound. After that one delete as many or few of the excess you have of that specific item (soul or account bound does not matter). As said a molten pick and bone pick are not considered the same item. I did get the gems back for extra picks I had.
