It definitely affects your own healing skill and regeneration boons. On the wiki it says “improves all healing performed by the character” to me that would indicate any regeneration boon you put on others will also be affected by your healing power.
It does but you have to take into account the skill’s coefficient. For example, regeneration scales at:
5 + (1.5625 * Level) + (0.125 * Healing Power) per second
Other healing skills will scale differently. Before you go crazy with the healing power it would be good to look through the skills you will be using and try to decide how much it’s actually going to help you.
Adding too much healing power will cripple your build, so beware. I learned the hard way. The healing formula is very weak and stacking too much healing power eventually tops out to the point you’re only wasting perfectly good spots for better stats. Damage mitigation and reduction are far more important in this game than raw healing trust me.
But enough of my rant, looks like Awesome answered it already pretty well, yes all outgoing healing is indeed affected by healing power, although it becomes a little unclear what happens when multiple people are putting up regeneration (I know it adds to the duration, but whose healing power is put towards the regen heals, the highest or the last one applied? )

Only builds using certain skills/traits get a noticeable benefit from healing power. The Regeneration boon should never be a reason to get healing power as it adds almost nothing to it.
