Since it’s just a skin you need an actual item to apply it to before you can use it.
Here’s how a regular transmutation works, you click on the stone and the transmutation window open, you place two items there (one for the stats, one for the look), then you select what you want for each one. Clicking on the first box will select the look from one item, for example, the second box selects the stats you want, third box the upgrade (rune, signet, etc), once you’ve picked one of each 3 boxes, you can hit the transmute option and you get an item with the look and stats you want.
Since these are skins, most likely will work like the SAB skins or the heritage set, you click on them then click on a compatible item (back piece in this case) and it’ll automatically select the look from the skins and stats from your existing item.

I am sure it works like the jade weapon skin. Put the stats item in your inventory along with the skin. Double click the skin. It gives you a popup window. Click on the skin for the looks, and the stat item stats (and upgrade if any) for the rest of it, then confirm by clicking the transmute button.
Make VERY SURE you have selected the skin appearance and not the other item. Triple check it. You do NOT want to accidentally transmute and keep the base item looks.
When you double click on the dragon wings, it will open up a window. Drag any backpiece item you want the skin on into that box and press apply. Remember that you will lose the appearance of the old backpiece so don’t apply it on top of another rare/unique backpiece.
I had one drop and had to buy one of those teddy bear back pieces off the TP so I could use it.
Have the back piece and the wings in inventory. Double click it and a window will open with the wings. Then drag the regular back piece into the window and click the button. Like others mentioned make sure you don’t accidentally don’t use a back piece that you don’t want changed to wings.
JustTrogdor, you couldn’t use it with a statted spineguard or other back item? It has to go on something that already has an appearance?

I didn’t have any of those and the only back items I could find on TP were the ones with the bears. As far as I know you can put them on any back piece stats or no stats. However if you put them on a back item with stats I think it will be soul bound then. If you want to use them on a different character later you would have to transmute it to a white back piece.
I could be wrong on some of that because this is the first time I have had the opportunity to wear a back piece. I’m still level 30-55 with all my characters.
Ah! There are several different names for back pieces that don’t have visible parts. Spineguard is one, Brace is another. You can search the TP for those keywords. They do start around level 35, I think? Braces drop in dungeons, like the Forest Brace from TA.
