I think reaper would best suit your needs for a condi build that’s pretty strong in PvP, and i think roaming with your mates in WvW would be fun for you as well with that build. You can trait reaper to make chill deal damage , and can stack some pretty decent stacks of poison and chill in reaper shroud. As far as weapons go you can run scepter/dagger(or warhorn) and staff.
I agree with Abissal, reaper is good condi damage especially with the carrion frostfire build. Great condi damage, however, I would suggest that for PvP. You had mentioned it in your question in the list of classes. But for PvE, I would definitely recommend a condi kit engi. Currently the condi engi is the highest DPS in the game. It requires a lot of practice because in all you will have about 30 abilities at your disposal. But I would highly suggest leveling one to 80 to try it out in a dungeon or fractal.
I have a max level engineer and warrior but opted out of the class it doesnt give me the “feel”. But both ranger and necro were really good Since i keep hearing that meta influences PVP alot wanted to pick a safer class that stays in the meta most of the time atleast comparatively between ranger/druid and necro/reaper
Necro is a safe bet them. Even when they were considered weak, they were still useful when D/D celestial eles ruled pvp , because they were pretty much the class that countered them.

I`m with Havok on this one – Engineer is what you should be aiming to play if pvp and conditions are your thing.
