Do hero challenges in PvE maps and wvw or buy scrolls of heroics from the Heroics Notary in wvw.
There are guilds that do hero point rushes in the new maps for every one who wants to join. For the NA servers there’s one tomorrow, 3 hours after reset, then monthly after that.

As said above, if you enjoy pve then get heropoints in the new HoT maps since they give you 10 points for each done. If you don’t like pve or don’t like the maps or what ever other reason, then join World verses world, play the game mode, and for each rank up chest you will get Proof of Heroics which you take the the npc in spawn http://wiki.guildwars2.com/wiki/Heroics_Notary#vendor1 And he will sell random Hero points from HoT to you without you having to go there. You buy them and double click and you got it.
