Help to get Characters expansions slot
Gold or real money are the only ways to buy gems. You do get some in achievement chests, but not often. Those are the only ways I know of to get gems. The Gem Store has been rotating items on sale, so watch for it, it has been a month or so since character slots where discounted, so they might be coming around again.
Currently, a Character Slot costs about 56.8 gold, or $10. (USD) You can convert gold to gems via the Black Lion Trading Post window. (Press [O] in game to open it.)
As Erich says, you can earn some gems via achievement chests, but it’s not a lot or very frequent. I used some to pay for half a character slot a while back, which was a nice discount, but it’s not a very practical alternative to ponying up some cash or gold.

I believe the only way to turn Badges into gold is buying siege blueprints and selling those. If you have extra skillpoints too, you can upgrade into superior siege in the Mystic Forge.

Actually it’s $10 per slot or as I write this 78.5g if you are converting from gold to gems. I think you Redenaz was looking at the gem to gold rate which is much lower. That much gold for 3 slots is like 3 months at my casual pace of roughly 2.5g per 2 hours a night. But I don’t play to maximize my gold collecting.
