I believe you can buy it from the guild commendation vendor.
Sentinel Orichalcum inscriptions can be purchased from the Guild Commendation vendor.
Sentinel Gossamer insignia are currently only available via the TP, although I expect they will also get added to the Guild Commendation vendor once Ascended armor comes out.
