it’s called downscaling. it’s to make low level areas more enjoyable for high levels. it wouldn’t be much fun to explore new areas if you could walk around 1 shotting everything in sight. you’ll probably find that even though you are downscaled, you’re still stronger than a real lvl 5.
I personally like it because you can’t explore every area while still being within the level range for it without downscaling.
I agree with vespers, I find downscaling keeps things entertaining for each area even at high levels. I would like to point out that if this “boss” example you are using is a champion level enemy, then it’s not surprising that it killed you. Not all, but MOST champion level enemies are not something you can take on by yourself.

Given that GW2 works to prevent friction between players, downscaling is also a way to keep high-level players from griefing low-levels by killing everything in sight.

I honestly find the lower level areas really easy as a down-scaled 80, and regularly solo group events. At level 32 though, you probably don’t have enough of your traits filled out or have the additional stats from the higher level gear/runes. You might be able to do it eventually, but I would avoid trying to solo champions until you’re higher level. You won’t be able to stand still and let them hit you with their big attacks though, no matter how good your gear is…
