That was a fractal not a dungeon. The plan was added by the end of this year. Releases take them around 4 months each. Cutthroat Politics ended in August.
It’s stated many times that they are developping that fractals. But AFTER voting ended they started developping it. So when it is ready it is ready. They have given an estimate that it would be before the end of the year (but I rather have them delay it if they cant make it properly bug free before that)

If companies would delay stuff until they are 100% certain that it is bugfree they would never release anything.

Contrary to popular belief Anet don’t make releases, even relatively small ones, in a month. They have something like 3 or 4 different teams working on content and each one takes them several months at least to finish.
Unfortunately what they do sometimes do is announce something when they’ve decided they’re going to start working on it, instead of when it’s almost finished (which is what most developers do).
This was one of those times. Although in this case it made a bit more sense. Unless you believe the vote was rigged Anet couldn’t start working on the new fractal until the end of the election because they didn’t know which one they were going to be making.
Excluding next weeks (when they haven’t mentioned anything about Fractals) we’ve got 3 releases this year – one at the end of November and 2 in December. So there’s plenty of time for it to come out still.
