High Res Character Textures
Probably your GPU doesn’t allow you to use that setting.
BTW, “dual core CPU” doesn’t tell much about what CPU you have, but I’m sure that if it really is only dual core, it is a really old model and this game depends a lot of your CPU, even my smartphone is quad-core …
Can you try to show a more detailed spec of your PC?
(and the other 8 elite specs maxed too)
This setting is only available for cpus with 4 or more cores.

Your smartphone’s quadcore is probably far weaker than a modern Dual Core. I am right now on my Surface Pro 3 and its i5U (Ultra low Voltage Dual Core) will outperform any quadcore of a smartphone (think about the temperature a potent quad core would generate, it can’t on such a small device like a smartphone, so it MUST be a weak quadcore. My Surface has a small fan to avoid throttling due to temp problems etc.). The problem is the thermal design. Multi core is useful for multitasking, and for the weak smartphone apps, a 500 MHz Quad can be suitable. Legacy programs need more “raw power” (I hear Tim Allen howling here… Too much HOME IMPROVEMENT!) It’s too much to explain here but surely not as easy to say what you said. Leave alone if it’s x86 or ARM.
To OP: We need your graphic card’s model and the driver. Or your CPU. If it’s a 2006 AMD or a 2008 Core 2 Duo then you are already on the limit. An intel integrated graphic card might render the majority of the features of the game but some are not supported and require either a different (updated) driver or a more potent hardware. Or you are low on memory. Or decompressing/handling those textures is too much for your CPU. Etc..
For example: On my i7 Quad with my GTX970 I have everything on Ultra and FullHD. My GT540M in my old laptop, also a i7 (mobile) Quad could not even handle it in that level and only up to 1280×720. Just to give you an idea how complex that is.

I know that exists dual core CPU with good performance out there, but with OP’s question I can’t assume he has a high end mobile device and call it a “dual core CPU” , but yeah, I agree with everything you said.

Which is the dumbest thing ever, for the record. I’m just happy I was still able to turn on the setting with my i3

False. I’m using a dual core, it is neither grayed out nor uncheckable for me. The dev post VaLee linked confirms that the check box should not be grayed out for anyone, but the option to choose the high texture setting from the dropdown menu is disabled if the cpu has only two processors.
The improvement provided by checking the box is marginal on medium settings and probably not distinguishable to the human eye on low settings, so they might as well have grayed it out for machines that don’t qualify for the high setting.

The setting is extremely obvious. Unchecked, all characters other than my own use blurry, low res textures. If I want to see my friends cool new armor it just looks muddy, even with everything else set to max. Before the change linked earlier in the thread, I had no performance issues while using high res character textures.
For those interested, I have a Celeron G540. It’s not great, but I can still get 30-60 fps on medium/high with character model limit set to low (this can dip to the teens in large zergs, but never single digits). I mentioned that I had a dual core CPU because of this thread.
I started this thread because even after following the instructions to force high res textures, the game still does not use them, and I don’t know why. I understand removing options that would frustrate users with low performance, but if I want to use this option, I should be able to somehow.
I took a picture with everything maxed out to illustrate the issue. As you can see, the shoulder strap, undershirt, collar, skull, and spikes on the human look like mud. Everyone looks like this except for me.

Which cpu do you have, btw?
