How can you defeat an enemy who is 2 levels better than you?
try leveling up by doing the random events/exploring the world/complete the hearts/ and later (lvl 30) do dungeons
do all the hearts, points of interest, vistas, events ect and you “should” stay close to the mobs level. Crafting gives loads of exp but is a pain in the kitten
and also be always on the move when fighting a higher lvl monster i always count 3 lvls above my lvl as possible.
try crafting, also you may have to simply travel to other areas sometimes that are in your level range if you’re suddenly running into enemies that are 3+ levels higher than you.

yup, all mobs atleast from 1-25 have one move that can quickly empty your health pool. Dodge those and you should be fine. Not sure about higher level mobs.
I noticed when I got to level 8 and was following the “chain quests” as instructed, but enemy in each of those quests got to be 2 levels higher than me? I am a hunter at level 8, but the enemy ranges anywhere from levels 10 to 12? I don’t stand a chance. So how do I deal with this problem?
You play the game my friend. Play the game and you won’t have level range problems.
What do I mean by that? Following your storyline missions is but a small part of the whole game. You are missing a lot if you stick to it and you will waste your time trying to finish it because as you have already experienced, it usually goes 2 levels above for each mission.
If you want it challenging, then you can finish a storyline mission up to maximum of 4 levels above you. On my 48 ranger, I was able to finish a mission of 52 quite easily. It just takes some brains not brawls to do it. (Yes, this game require brains :p It is not your former game where all you do is press this and click that. )
I’m sure you can do it even higher than 4 levels depending on your gear, build, strategy, and how fast you can process and adapt to the situation of your mission.
At lower levels, probably your max is 2 levels above you since you are not geared yet and you don’t have traits yet (or less of it). Go out in the world, explore it, unlock/discover things, finish hearts, in other words “play the game”.
Then do your storyline mission and you’ll be fine. _
If you are involved in events with a # of other players, the mob levels will scale up even if you are in a level-appropriate zone. In these cases, kiting and dodging will serve you well. And if by hunter you mean Ranger, sic your pet on them to hold aggro, and attack from range only (with bow or axe).

Hmmm….with good gear & upgrades you should be able to fight mobs 3-5 levels ahead of you if you use your ranged abilities effectively. If you keep your battles relegated to 1:1 or maybe 2:1 tops
I do this pretty regularly as I like to explore.

Better gear, better skills, more traits, learn the mechanics of play and actual ability….. you can take mobs 5 even 7 levels higher than you depending.
The Warrior turns to the guardian and says, “Did you hear something?”
Guardian replies, “No, but how’d the elementalist die?”
If you are really stuck, you can always go to another starting level(for a different race).
You can go there through the portals in your city and have fun there

There are at least two zones for each level range (plus, downleveling allows you to do zones below your level and gain appropriate rewards/XP). If you’re hitting content that is too high for you, I recommend switching to a different zone. Zones do not have linear stories leading through them, so there’s no need to stick with the same zone for an entire level range.
Also, do every dynamic event you come across; this will be the bulk of your experience in PvE.
To take on monsters 2 levels higher than you requires careful use of your abilities and a great deal of control. When I say control here I mean locking down the enemies as much as possible. You also really do not want to take on more than one or two at a time.
I have not really played a ranger so I can’t be specific on weapon choices but I would try some experimenting to see what is going to give you a significant amount of control. I would suspect you are also going to want a controlling pet, something like a bear.
Don’t forget if you’re a bow ranger, some skills do more damage the further away from your target you are.

Kite them, keep your distance and try not to stay directly in front of them. When I pick fights with mobs/groups that are a little big for me to chew, I keep moving to try and keep their backs to me. A lot of their attacks are going to be directly in front of them, so try to at least be at their sides when they attack.
Keep your distance, a lot of mobs attack primarily close up. Stay outside of their melee/short range attack distance.
Use the environment around you. One of my storyline quests had me soloing waves of 2-3 practically Veteran difficulty mobs. Luckily, it took place inside of a dredge mine with a watchtower and a ramp leading up to it. Mobs can’t jump, so I kited them with my range weapon by running up the ramp, waiting for them up the watchtower and then jumping down when they got close(I jumped back on the ramp to run up to the tower when they got down, so lather, rinse, repeat). So long as I stayed close by they kept trying to chase me rather than resetting. Eventually, when it got down to the boss, he was slow and it allowed me the time I needed to revive my combat NPC after about 3 passes.
Be mindful of your surroundings when you’re shuking and jiving. The last thing you want to do is aggro more mobs, because you weren’t paying attention to the spawns around you.
