I’m Tailor and just got to level 100. It tells me I can now craft a 10 Slot Wool Bag, but I need a Minor Rune of Holding to make one. I can’t find the recipe to make one. I tried all the materials I have. What do I need?

Buy it from the Craft NPC right next to the station.

You need to go to a Tailoring trainer, choose the option to buy goods, and buy it off the vendor.
