How do I get to the Arah Dungeon?

Finally got this. I’ve only done it once, so any conclusions I’ve come to may be based on over-generalization, but it looks to me that the “even t” that has to happen is that sometimes the way to the Arah dungeon is open, but (more often?) it’s not. If it’s not, there is little point in hanging around.
It helps if you have discovered the Arah Waypoint, because it can be difficult to fight your way to the Narthex, which is where you’ll find your way to the dungeon’s gate.
I checked it out when I noticed that there seemed to be more vendors than usual around the Arah Waypoint. When I blundered into finding the open gate, all that was left to do was spam chat until a team of five players was assembled.
This was my first dungeon in GW2. Unlike SWTOR, it’s easy to regen and stay with the story, at least in story mode, so you don’t need to worry about “wiping”.
In fact, during the story I disconnected. When I logged back on, I was given the option of rejoining the group in the dungeon, which was a relief.
There is an event chain that needs to be completed in order to open the gates allowing access to the dungeon. You must also have your personal story completed in full to be eligible.
Unfortunately the event chain likes to bug out making this next to impossible to complete.

As far as I know, the only task left for my character’s story is killing Zhaitan.
Where does the event chain start?
I would just like to give a more concrete explanation of how to open arah.
The arah is at the arah waypoint, but if the pact does not control the gates then you cannot enter.
There are 2 stages that define taking arah imo.
pre shank and post shank
Pre shank are the events leading up to the taking of shank anchorage. In order you must
1. take penitent and shelter waypoints. – This is easily done, and to my knowledge has never once become uncompleteable
2. take jofasts camp – This has bugged out for me once before, jofast vanished enroute to the camp
3. escort the crash survivors to meddlers summit – I have no idea what triggers this specifically, but this is the event that bugs out often, and causes arah to be closed. Basically an airship crashes south of meddlers waypoint, the survivors must be escorted there. They frequently disappear or stop moving in locations that will not allow them to be killed. If this has occurred on your server you must wait for the next server reset (a patch or maint) and then immediately head to the crash site to ensure that they are safely escorted.
4. The taking of shank anchorage. – If the previous 3 things have been accomplished then warmaster chan in meddlers summit moves out. Escort him to shank anchorage and take it by destroying the altars and the boss that spawns.
5. Post shank, pre events – After you reclaim shank anchorage there are 3 events that I call the “pre-events” these 3 events often run concurrent with each other, and all of them are prepping for taking arah, they are
a. gather scrap metal
b. escort didi to her golem
c. help angaria signal for reinforcements
you have 9 minutes to do any of these. You do not have to finish any of them to continue, they are optional, however finishing them make the actual arah event easier
6. assault on the gates – after 9 minutes, or the completion of all 3 events the arah assault starts. First you capture the steps by killing the giant. Then you capture the prominade by keeping monsters out of it until the bar fills up (this is the hardest part of the 3 events) finally you kill the risen high priest. Once the high priest is dead the gates of arah open up, and the pact makes a base around the waypoint such that players zoning in will not be immediately under attack.
7. failure – If you fail to finish one of the assaulting the arah events you must rush back to, and defend shank anchorage. Failing to do that will push you back to meddlers, where you must once again wait for warmaster chan. Successfully defending shank anchorage means that the pre events will once again be up shortly.
Sadly most of these steps will require several players. I would not suggest assaulting arah without at least 10 people.
EDIT: im not 100% sure, but I believe once you have finished one event, despite its status you should be able to constantly attempt events beyond that. For example, once you have taken shank anchorage, it does not matter what occurs at jofasts camp, as the pre events will still start themselves. Likewise if you have captured the gates of arah, then it does not matter what happens anywhere else on the map so long as you defend them.
