I have recently started playing ( and enjoying) this game, and I have seen items that change the appearance of weapons.
If you get a weapon skin, can you only apply it to one weapon? Or is it reusable/recyclable?

Well, if You’re talking about the skins – buyable skins or the event ones – they’re usable once. You can use the skin on one of the weapons You have – which will have the same stats as the weapon You’ve used it on and the appearance of the skin.
However, as far as I know, there’s a possibility to pass the appearance to another weapon after doing what I’ve wrote before – simple by using Transmutation Stones (or the better ones, crystals or smth). Then it just works as it usually works with those ones. You can just transmutate the weapon which already has the skin with another one which stats You would want to have.

The stones You can get by doing dailies or buying from TP – cause I’m not sure if You’re used to them already or not ;p

You can also get the stones from map completion. You will either get Transmutation Stones, Transmutation Crystal or a Black Lion Key. The Transmutation Stones are most common.
