Guild Wars 2

I have looked everywhere and cannot find any way to reach this skillpoint.

That’s the one on a little waterfall, right?

While facing the waterfall, on the right of it there’s a sloped section you can jump up.

Yeah, it is tricky but you can jump up there from the base of the waterfall. Towards the right like was mentioned above.

I think I found where to jump but still can only get this close to that skillpoint.

You can walk down right next to it. Avoid the veteran windrider, go up right against the wall, and you can scramble up the side to get to the place of power.
