How does leveling works?
A good thing to do at lower levels is do the hearts and exploration in the other races starter maps to level up more before entering higher level areas. A lot of people do Queensdale as the map is pretty easy to navigate. Then you can also do the starter maps for Azura, Norn, and Charr. By then you should be more than ready for the L20 and above zones.
The beauty of this game for me is the exploring feel of it. And you level up by just that, exploring the world. You get XP for everything! Killing mobs, gathering resources, discovering new areas, points of interest, events that you stumble upon, story…
The story alone won’t get you high enough to just plow through it. I think it’s intentionally so. So you don’t breeze through the story and miss half of the game.
Just go somewhere and explore, you’ll be 22+ or higher in no time. Visit other starting areas, go to areas above your level, anything really…
The “quests” in any traditional way are the hearts on the map. The “story quests” are just your instanced personal version of the GW2 overall story..
Also there’s world events… Just play and you’ll get there.
There are some pretty interesting moments to be had while exploring.

You don’t need to find any npc’s or anything, just go around and play.
When you complete a heart, you might want to find the heart npc. They sometimes have something useful to sell, but very rarely, so don’t bother yourself with this just yet.
You can also 100% explore each map you go to. You get xp for every zone/poi/heart/vista you do and a reward chest once said map is 100% nvm the dynamics you run into.

Also rezzing NPCs and other players grant XP. Plus creatures away from the common areas, have bonus XP, sometimes the bonus is nearly triple, if they’ve been in the world for a “long” time since spawning. So explore off the roads and away from camps and the critters you find there will be worth a lot more than the one just off the roadway.
Also it doesn’t matter if you out level an area. The XP you get is adjusted for your actual level, not the level of the map you are in.
RIP City of Heroes
Gathering actually gives a very nice chunk of exp. Each “use” of a gathering tools gives a bit more than the base exp of the equivalent level.
Almost everything you do in this game gives XP. So focussing on one or two things isnt enough to level in your starterzone. Besides exploring you need to level crafting, and gather mats a lot. However you can go to other starting area’s and epxlore there. You can even explore the 5 towns.

^_^ glad to be of help, in addintion to my method you get to see/find ALL the jumping puzzles / mini open world dungeons. Once you have done the whole world you also unlock a title “Been here, Done that”, medal for your log-in screen, a part for crafting a Legendary AND a gold star beside you name that others will see.
Never mind the fact that in the 60-80 zones you for 100%map you get t4-6 (about 20-50) stack and usually 1-2exotics.
(There are also a lot of hidden gems scenery/lore wise — reminders from GW1 / the books)
