I’ve been thinking of buying a few of these just for the fun of it, but I wanted to know first exactly how it works.

I assume it’s a consumable. It wouldn’t make sense for them to sell it if you never had to buy more than one of them.

Does it give a buff so that the next time you do a finishing move it procs? Or is it maybe timed, so that each finisher you do while you have the buff is a cow? Or, is it something you have to activate in order to do a finisher? Or something else?

It’s a consumable that gives a one hour “buff”. Whenever you perform a finisher in PvP (i.e. you’re standing next to a downed foe and click the “Finish Them!!!” icon that pops up), a celestial cow will drop on them.

You can get other kinds of finishers as PvP rewards (they match your PvP rank — Rabbit Finisher, Deer Finisher, etc). So you might want to get a few of those first and see if you find them entertaining enough to buy the cow version.
