Hi, I found this on google, to check your latency:

Did not try it myself yet, but this was a post from yesterday so very recent.
Btw , regarding your move to England , you might have to buy an European version of the game to play it . Somehow they said theyre looking into it for those who frequently travelaround.
Oh wow… thanks for that It appears to be almost 500, which is utterly abysmal. Doesnt really feel quite that bad tho and im usually closer to 300 on other games so I dont think its as accurate, they rly need to add these details

There is no need to purchase a 2nd copy of the game if you are moving continent or you travel frequently.
