Jump in the water south of the bank, and look for a sewer pipe with a broken lid.
There’s a broken sewer grate near mystic forge under water …. Swim down and keep right to get to poi.

lol, I spent about an hour trying to get to that one before I noticed the closed sewer gate with the npcs behind it. I ran around looking for an open sewer gate and finally figured it out.
