Is it underground? Zoom in close and check the different layers .
It’s a bit tricky, you have to jump to the very top plateau of the mountain. IIRC it’s a “burned” patch with an elemental.

“Whose Charr is this?”- “Ted’s.”
“Who’s Ted?”- “Ted’s dead, baby. Ted’s dead.”

You have to kind of JP up to it while working your way around the plateau. Watch out for the Fire Elemental Boss and a few minions up there… need to dodge in a very small area to avoid burning death… and falling off.
