This is my PC config
CPU – Intel i5-4570
GPU – Nvidia GTX 650ti Boost 2GB
RAM – 6GB
HDD – 1TB WD Caviar Blue

At what settings will I be able to run Guild wars 2 smoothly around 40fps. ?

Hight to ultra with few tweaks to postprocessing, char limit and render sampling

Config tells us nothing though unless you mention your display resolution, as 1024×768 is four times less than 2560×1440

Your OS can make a big difference, as well.

My display resolution is 1600 × 900 , and OS is Windows 7 64 bit

Should get a stable frame rate of 30-40 in populated areas at high quality, maybe a little less in zones with mist/smoke effects or very dense population (WvW groups or world boss encounters)

Overall though, your system should play GW2 very well
