Human Tier 3 heavy armor

I plan on buying the tier 3 human heavy armor as soon as I can afford it. However, is it as good as Exotics, or will I also have to buy a full set of Exotic armor and then just use the Tier armor as a skin?

Cultural armor is rare, so the stats are a tier below exotics. Usually you’re meant to use them as skins and use fine T-stones to apply their look to an exotic.

It’s a pile of Elonian protection magic, mixed with a little monk training,
wrapped up in some crazy ritualist hoo-ha from Cantha.
A real grab bag of ‘you can’t hurt me. They’re called Guardians.

I wish they change this.. It is pretty lame to purchase a T3 at 119G to only transmute to an Exotic. Personally, getting 119G isn’t really easy, it is probably harder / longer then some dungeons armors.
