You should wait until you are of level to do the quest.
As for following the story, do what you feel is the best. What I did on my Warrior was that I cleared each map, starting with the lowest and worked up from there. If my story happened to be on a Level 15-25 map and I still had three L1-15 maps to clear, I waited until I completed the other maps before I went to said 15-25 map and did my story. Most story quest rewards are outleveled at the next multiple of 5 (Example: if you get a L23 set of gloves, the L25 set that you could craft or buy are better, regardless.) so I never really found an urgency to complete them other than for the story.

In general, you should be the level that is recommended for the story. When your story takes you to a new area, wander around a bit and look for scouts (a telescope icon on your map) who will point out renoun tasks (hearts) in the area, and keep your eye out for dynamic events along the way. Also, when my next story step points me toward a new map, I like to finish up the current one before moving on. Sometimes I’ll be several levels over my next story step before I reach it, but I quickly catch up. That’s just my personal preference, but I figure “as long as I’m here, I may as well wrap up everything before I go.”
Another tip: if you find a particular step too difficult, level up enough that you can get the next tier of gear, then come back. For example, if you’re doing a level 14 story step and having trouble, level up to 15 and either craft or buy level 15 armor, jewelry and weapons. Even with the down-leveling, better gear still makes a difference — especially if you socket some gems or runes in it.

I try to do mine early. nothing more satisfying than finishing a mission 3 or 4 levels lower than where they say I should be. Any more than 5 levels below recomended you don’t stand much of a chance though.
Just because your next story quest is L14 it doesn’t mean you are meant to go there straight away. Play more of the game and you will level up. When you are 14 or above go do your story quest.
It boggles me that people think this game is so rigid that they are screwed when they are under-leveled for their story quest…
Engineers can usually get away with being under-leveled for story by quite a few levels. Generally speaking however taking your time with the game by exploring doing hearts etc will usually leave you better equipped .
I always give it a shot if it’s to high, you’ll be amazed at what you can do. Sometimes the quest is just talking to someone.
If it’s to hard I try to get friends to help. All else fails, I level and go back to do it. It’ll bump you down to the appropriate level anyway.
tbh there are really only a hand full of early ones where you need to be at level for regardless of class . once you get to the orders stuff though it gets a little trickier
What i like to do is to do my story quest in sections, for example i wont touch my story quests till level 10, then ill do a bunch untill it requires me to be above 10, then ill level to 20 without touching it at all then do a bunch of story quests at once, i find it alows to me keep better track of whats happening in the story.
