I could be wrong but i don’t think that is the case; once you select one of the orders you can’t go back. The only option would be doing another character, ideally you would end up doing 3 characters for each diff order since it is so easy to level them here, so don’t let it bother you much.
Yeah, there is no way back, but the personal story steps that are specific for the order you pick is only from lvl 30 to 60 and among them most aren’t specific to the order but to the race of your character.
If your concern is about gear, you can transfer skin from a character to other, so if you have a toon in Order of Whispers and other in the Vigil, you’ll be able to combine both skins as you want (providing enough transmutation stones/crystal).

I’m not too familiar with that part of the personal story, but is it your first time choosing “a course of action”? Since you will choose 2-3 times to do the course of action of one of the orders so you can do a mission with different orders before selecting which order you will join. For example, I can do the Priory mission first, then Whisper, and finally select the Vigil as my own order. The NPC’s will tell you to join one of the orders when the time to select your order comes. Until then, they just give you an option which mission to do.
Good reminder, you’ll be introduced to the orders at lvl 20 and only at lvl 29 you’ll make your final decision, before that you’ll only get the feel of how the missions of each order are.

Yep. You get several missions where you have to choose which order to side with. I forget how many exactly, but enough that you can pick each one at least once, and you’re always choosing between two with the 3rd one staying out of it, so you have to pick at least 2 different ones.
Then after that you’re asked to choose an order to join. At that point the NPCs will tell you repeatedly that you’re committing yourself to an order and there’s no way to change it and there’s an out of character warning as well.
So if you haven’t seen all that then you’re not at the point of no return. If you are and you missed the warnings then you’ll have to stick with it or make a new character.

I saw a thread a few weeks ago (I think) where someone joined in on one of the shared order missions (helping a minor race) that they were up to that belonged to someone in a different order. When it finished and they chose to accept the progress of their friend it also switched them to the other person’s order.
I don’t know if this was fixed or if you’ve actually chosen your order yet (see above posts,) but it might help if that is the case.

That might get changed since it’s a bit confusing but it is intended to work that way to allow people to continue playing together on the same path.
I don’t think choosing the Order’s action in that mission locks you that order.
I think the actual choosing happens right AFTER that mission. As I recall it is VERY clear when you are asked to join an order and your previous selections of which order’s course of action(s) has NO bearing on what order you actually join.

No, during the final mission of that phase of the personal story, all three orders will come with a plan (unlike previous missions where there’d always be one order not offering a plan) and whichever order you pick there, will be the order you join.
