I am currently level 38 and I have no clue where to go at this point. I just completed the level 30-40 zone (ruins of something, I forgot the name). Should I go back to low level zones? Should I do my personal quests even though the level is a bit higher?

Go to low level zone. EXP you receive now scales with your level, at least for Dynamic Events as far as I have noticed.

Or try one of the other zones such as lornar’s pass (25-40) or herathi hinterlands (35-45). Higher levels zones do give relatively more xp/loot than low level zones.

Indeed, there should be several zones from lvl 1 to 40 that you can do. Just look at your map

Did you know that you can easily get to Ebonhawke and the surrounding areas (I believe they are also in this level range) from Divinity’s Reach, for example? There’s an Asura Gate in…ah…Rurikon District, I think?

There’s more than once zone of each level.

For around level 40, you have:

• Lornar’s Pass 25-40
• Fields of Ruin 30-40
• Harathi Highlands 35-45
• Blazeridge Steppes 40-50
• Dredgehaunt Cliffs 40-50
• Bloodtide Coast 45-55

I tend to use it when I’m down to one poi to find that just isn’t visible to me, as I don’t like spoilers, but the overall home page map is a handy quick level guide.
