I'm a victim of dungeon selling
Unfortunately there is nothing that can be done about it until ArenaNet creates a system that will punish people for doing this.
And that system will be extremely difficult to create.
The best thing you can do, as extreme as this sounds, is to take a screenshot of your party every time you join a dungeon. That way you can report them for harrasment if this happens.
If you want to avoid this, you should join a guild.
People in pugs are always a bunch of skritt. They only want shinies.

That system might work “good” by this rules.
1: Only leader/opener of the group can request a kick (protect sellers)
2: At least 2 players must accept to kick (provides a majority choice, not minority).
3: A player that did the previous 3 fractals gets a stackable “buff” or something that allows him to get the reward. Hence if he’s kicked, the buff will still be active for 24 hours for the same exact fractal level. So if he does again the 4 fractals, he will get 2 tiers of the buff (while the other 4 guys would get just 1 tier) and if suceeded, he would get double reward from the completition of 4th fractal. That is a fix that would give him the proper reward if it’s kicked from a fractal, but the 24hours limit also provides a punishment just in case he did deserved the kick.
-Problem 1: What if you just did 2 of the 3 fractals? no buff? Anet should give a stackable buff for each fractal, not only last one i guess… but then everyone could just join 1 fractal, leave, join another, leave… and stack a lot of the buffs exploiting.
-Proble 2: I don’t know, but i’m sure there is more problems.
I don’t see yet how it would work for normal dungeons, and i did though on “not possible to be kicked while in combat”, but some people just learned how to exploit and never lose in-combat state, wich would make them impossible to be kicked. So much fixes are needed for a proper system…

Oh, that’s unfortunate; the no-kicking-in-combat was something I was assuming should have been included from the start. WoW’s LFG parties can’t kick in combat, and you couldn’t keep calling for a vote to kick repeatedly.
Hopefully GW’s gets a bit more mature/robust, or they fix that issue somehow.
If kicking from party during a dungeon required all other party members (that are online) to approve the kick, it would limit their profit.
i.e. It’s less profitable to have to bring 4 of your friends for one sellable slot than to just bring one friend.
It’s unlikely that you’d have more than one troll in your party during a pug so requiring all other players to consent to the kick seems like a good idea. This is becoming a really toxic problem and is almost as bad as gold-selling and bots.
I sincerely hope that ANet at least gives a public warning to dungeon sellers to discourage this behavior.
