ID for female light armor or outfit
Might be hard for someone to help you without a screenshot. If you look at these galleries, it might help you.

I already did, no joy – nothing there comes close to matching the outfit I saw. I’m wondering if it might be a retired outfit, in fact.
The Masquerade set is the only one I can think of with anything resembling a spider/spider web design.

The people were likely wearing a mix of different things. The boots sound like the winged boots (crafted set) or maybe the Apprentice set.
That’s not it either – the Masquerade outfit has an open skirt, this one doesn’t; also, the boots weren’t the Apprentice ones. Also, as far as I could see, the outfits looked exactly the same except for color. I suppose it’s possible that two female necromancers that I saw within the space of ten minutes could have come up with exactly the same mix-and-match outfit, but it doesn’t seem likely.

The only other thing I can think of is the Noble Count outfit, but you can’t see the shoes for that one. But yeah, pretty near impossible to tell without a screenshot. :\

There’s also the Bloody Prince costume outfit, the skirt/leggings on that resemble something similar to a web. But it’s not strictly light armor since it’s a costume.
The only ‘raggedy’ looking outfit I know of is the Hexed outfit.
I think I finally found the outfit I’ve been talking about in LA this morning. Several details are different – there isn’t a spiderweb/spider motif, for instance (you can see chains hanging down along the skirt from the bodice), and the colors are lighter – but I’m positive this is the outfit, and the character wearing it is a female (human) necromancer. Can anyone identify it now?
That’s the Flame Legion armour from the Citadel of Flame dungeon. Or at least the skirt and top are.

The colours are determined entirely by what dyes they’re using. If you can figure out the right dye combination you can make it look like the original version you saw.

Chest is definitely Flame Legion (CoF). The chest for that covers up any leg armor, so there’s no telling what legs are there. The boots are Ascalonian Performer shoes (AC), and I think the shoulders are the Conjurer’s mantle. Gloves are hidden.
