Identifying Face
I am not 100% sure, since sliders can do a lot to alter a base face. But using the Makeover NPC on one of my human females and focusing on the eye makeup, my guess is it’s not a kit-only face.
I would suggest you take a female human to the makeover NPC and set the hair (which is kit only) to match your shot. Then select the face and scroll right until you see the overly goth made up one with black lips and red/black blotching over the eye sockets. Scroll back left just one click and try the middle right face. See if that looks like the face you’re seeking. To me the eyes and eyebrows look like a match, though it’s hard to tell without being able to angle the face down in the kit view.
It’s probably too late to do this now but for future reference if you see something on another player’s character that you like you can always ask them about it. Many people like (or at least don’t mind) sharing details about their characters with people who like them.
Although they may not know. Someone once asked me which face I used for my asura and I couldn’t even tell them if it was a kit-exclusive or not. I know I used a kit on her but it was about 2 years ago and I can’t remember if I changed her face.
“Life’s a journey, not a destination.”
It’s difficult to see,but I’m 99% sure its the face on the bottom row, third face from the left in regular character creation (not the kit).
Is that a Norn hairstyle? I don’t see it in the human hairstyles on the wiki.
ANet may give it to you.

It was originally a norn hairstyle, but they let human females have it some time ago, along with a couple of other originally-norn hairstyles. Norn also got some originally-human styles.

Ok. I guess wiki isn’t being updated (or I need new glasses). ^^
