Guild Wars 2

I been trying to use this spell in world pvp, does this only work on players in your party?
I tried using it on friendly downed players that I grouped with, and didn’t seem to do anything.

I’ve used it several times, one thing I noticed is that its very easy to miss with or cancel.

Well I am pretty sure I cast it on people, did it multiple times, maybe it only works with people you are partied with then?
