Im having a hard time deciding.
I’m leveling an Engineer and haven’t noticed any bugs, but only level 35 or so. I find it fun and not really under-powered. Balanced fairly well at least for PvE.
My best suggestion is to play each class a little and find out yourself if you enjoy the game-play of each class. Most people will throw out “This class overpowers this class” and etc. It is true some classes are stronger than others in certain aspects but what matters is if you enjoy playing that class so you won’t be bored when you hit 80.

Yeah, best to try them a bit; level 15 should give you a good sense of the class (usually by the time you complete the starter area and a few of the PS).
Engi does seem to have a little more variety with all the kits and is very … different to play with.
Beware, as an 80 necro, I can tell you that you will have to dodge and move around a lot more than on your guardian. (I’m leveling my guardian now and I can definitively feel a difference) though Necros do have some nice tricks to compensate.
Having a great time on my engineer. Am 53, just started doing sPVP and WvW last night, and loved every minute of it. However, I can see how an engineer would be overwhelming if you PVP right off the bat. I had time to get used to a lot of my skills before I started to PVP, and the playstyle is just great. Sometimes it feels frantic, but with quick kit switches, comboing with yourself, and having just about every type of ability in the game available to you (knockbacks, slows, poisons, combos, etc), you feel like you always have a good ability for the situation.
