Immune to CC
Well, to be blunt, it’s to make them immune to CC (both soft and hard).
Imagine, if bosses or certain veteran mobs didn’t have that breakbar what would prevent a team from effectively perma cc-ing that boss til its death? In order words, you could so something like bring a thief or two and just spam blind through the entire fight and completely nullify the boss’s attacks.
The breakbar (previously known as the defiance bar) is a mechanic that makes it difficult to combat certain mobs by effectively making them immune to CC, but there is still an incentive to cast skills that invoke CC as the attacks will tick away at the bar. Even better some mobs lose the ability to use certain skills while their bars are broken and/or even take an increase in damage.
er… i mean why are some mobs immune to CC even though they have the blue break bar. the CCs do not chip away their break bars, instead it shows immune.
it happens kind of randomly, sometimes my CC chips away their blue bar, sometimes it doesn’t and show immune.
CC does reduce the breakbar for sure, but some CCs remove more or less of it.
Things like blind, cripple, vulnerability (soft CC) reduce a tiny bit, while fear, knockdown, stun (hard CC) removes a lot more, also you need to coordinate your party to break the whole bar, since some (most) of those mobs regen the bar quickly.
EDIT: Also, those mobs will be immune to CC while they have the bar, after you break it a predetermined effect will happen, no matter the CCs you are using, Savacli explained why such mechanic exists.

when i hammer smash boss mobs like the molten fractal boss or bloomhunger, it reduces the blue bar by some amount.
but sometimes, it doesn’t do anything and instead an “immune” word shows up.
Why is this so?

Some creatures will have stated in their tooltip or unique buff that they have a naturally immunity against a particular CC (such as the Mordrem Champs in Silverwaste). Some creatures have an immunity against all damage and/or control until a particular condition (not the DoT) or window of time occurs such as some of the creatures in the Octovine meta who are otherwise invulnerable unless they are attacked by a player donning Exalted Armor.

The Mordrem champs and a few others have the Indomitable buff so that soft CC’s and a few hard CC’s are ineffective. They may have removed it after the introduction of the breakbar system (haven’t been to SW myself since before HoT release).
The Stoneheads in the Octovine event have a unique buff of their own that makes that invulnerable to “mortal players” (can’t recall the name of the buff atm). The Mordrem and Frogs in that event use the typical breakbars though.

Different bosses have different immunities while defiance is up. The only fractal boss I can think of that cannot be CC’d easily is That Shaman in the Volcanic/Grawl fractal, at the middle level (he is immune to direct CC, but not CC over time).
I don’t have any trouble breaking the bar for the transformers in molten boss fractal. What skills are you using?

Bloomhunger is also CC immune. You can break his bar, but it doesn’t stun him.

Bloom can’t be knocked back because it is rooted. It has always said immune for me when using ele staff air 4 knock back.

Bloom has ‘Cant be moved’ status which blocks knockback/pull and probably launch/knockdown (not sure on the last ones).
I think one of the molten boss is invulnerable while he’s jumping to make the shockwave, so it could be your skill hits him while he’s invulnerable.
How frequently are you tagging these mobs with CC effects?
I ask because I have some combos that vamp/leech like a mofo and it doesn’t take long before I see scores of “immune” start popping up like the trigger has a limit or something.
