Instant level 80's?
When using the boost on a character, that character is moved to the Silverwastes for a level 80 trial. This is only temporary and that character cannot leave the map while in the trial. Multiple characters can placed into the level 80 trial.
However, consuming the boost a second time will permanently make a character level 80 (or just give the additional rewards, if that character is already max level). When this is done the boost will disappear from the inventory.
So no, the boost could not be used to level multiple characters to 80.
I don’t know what you’ve read that’s confused you but it’s impossible to get more than 1 level 80 boost on an account. It’s included as part of the Heart of Thorns purchase so you get it when you create or upgrade the account and you can’t add a second HoT code to an account that’s already got it.
Of course there are plenty of other ways to level quickly or instantly, the simplest being 80 Tomes of Knowledge. So I suppose yes it is possible for someone to level as many characters as they like instantly, just not with the boost.
As for whether it’s a good idea or not I think it’s nice to have the option. Like you I enjoy levelling but I’ve done it a lot so it was nice to be able to skip it on my warrior (a profession I always find a bit dull) and just do the bits I’m interested in. I always keep at least 80 tomes of knowledge in my bank for the same reason. There’s only been once I suddenly found myself needing a new level 80 ASAP but it’s nice to know I can do it if I want to. I see this boost the same way.
Especially for new players who may have been persuaded to get the game so they could play with a friend and then they have to level up before they can participate in all the stuff their friends are doing.

OK, thanks. I have one character I may level to 80 just because I want to a) try this free offer and b) like the way she is to play so want to see what it’s like at 80. I’d read so much conflicting info, really. A couple I read did claim to have levelled several (bragging or untrue – who knows?). I suppose like anything in these games, you learn best by doing, so I’ll continue to do that with my other little guy.
Can a character that’s already an 80 access the Silver Waste? I suppose by trudging on down. There must be a path there somewhere.

Yes, you can get to the Silverwastes through Brisbane Wildlands. The HoT storyline and Living Story 2 both take you through to there.
But feel free to try out any number of characters there before settling on one. That’s one of the strong points of the boost.
