Is a guild hall required to scribe?
As far as I know, the only place to train as a scribe is in the guild hall… You can join a guild that already has a hall and work on it there, or you can build your own hall and start fresh…
The guild hall is the only place with a scribing station and assembly device which is required for decorations and WvW consumables.
