As to your title question, yes. Old influence can be exchanged for favor.

Now you need a guild hall to be able to earn Guild Commendations or Guild Merits which you get from doing Guild Missions which requires you to have or belong to a guild with a Guild Hall at least level 4. I also believe that banner availability is tied to Guild Hall level.

You do not need a guild hall to earn commendations. A lv0 still has one mission in each of difficulty slot.
Guild merits no longer exist.
Banners do not require a guild hall either. Crafting them through scribing does but they can also be bought with favor in the Guild Initiatives Headquarter(the NPC doesn’t show up in the guild hall for some reason). Any previously built banners would still be available. Just check the storage tab in the guild panel.
Thank you, and sorry for the delayed response. It would seem loading the page in Chrome only loaded it from memory instead of refreshing so I didn’t see the response. I found the Guild Requisitioner sells all the upgrades I had trained to make in exchange for favor, however it seems that he might just sell all these things by default without any training. My Guild level itself is 5 because of the advancement I had trained pre-HoT. I have not yet unlocked a Guild Hall.
I thank you for your answer, though perhaps I phrased my question poorly. I used all the influence I had pre-HoT to unlock almost everything. I was mainly asking if all of that was wasted effort (outside of the guild storage) if the new system requires different means to unlock it or simply makes it available without investment first to unlock the right.

Well yes and no. The ability to craft those also remain unlocked BUT you will also need to get a guild hall and workshop 1 upgrade and level a scribe to be able to craft those.
They are also fairly expensive even if you do level a scribe. The cheapest banner is around 5.5g
