if you are finding yourself under levelled, i would suggest you go and do some areas of the other races of your level. I had this issue with my first toon, but once i started wandering other race’s areas i found being level appropriate much easier. Also make sure you participate in any events you see nearby, and try to complete maps, dailies and monthlies they help quite a bit.
As for time, my first 80 took me about 2 weeks (few hours in an evening, more at the weekends as i work for a living), my second took a little less than that probably as i knew where to go and when.

Been playing since release and only level 61, but I have explored 49% of the world map. The time it takes depends on your RL (I also work…) and your play style.
I play a Ranger and around level 25 or so decided I wanted to collect all the pets. This took me on a massive exploration route through all the various cites and level 1-15 and 16-25 maps for all the race areas.
When I enter a new map, I will stay in it until 100% completed. This takes time, and if you are in lower-level maps, the EXP for mobs and DE’s is not that high. At the end of this (last weekend) I was level 57 with 35 pets.
At this point I decided to go back to my personal story, and was way over-leveled. I have been working on the PS all this week, mainly in Bloodtide, but I get easily distracted by DE’s and exploration. Also, I took a detour into the Iron Marches last evening to get another pet …
So, I am slower at leveling, but have a lot of world exploration done, and many pets to choose from …
After you finish a story instance you are getting your next task, doing story lines alone are not enough to get you to level 80. I’m seeing 80 as a number and not as a goal (got two characters at 57). My goal on the way is to get as much world completion as possible and both got over 50% world exploration (currently doing 40-50 area’s). You don’t have to do the same off course, but understand that to level up you need experience and there is more then filling hearts, doing personal story’s and participate in dynamic events. When you discover a waypoint you get experience, when you discover a PoI you get experience, Doing a Vista gives XP, gathering materials give XP. Getting 100% exploration gives XP and also crafting things with the materials you gathered gives XP.

I reached level 80 in about 70 hours of playtime (as shown by /age). I completed all the 1-15 maps, then moved on to the 15-25 maps, and so on. I saved Frostgorge for last.
Doing this, I hit level 80 a short time after entering Straights of Devestation, and made approximately 15 gold over the course of it (most of the time had no trading post, so I npc’ed a lot more, and gave a number of items away to guildmates).
The only crafting I did was making 8 slot bags.

one thing you mention though is the DE’s, personally i have noticed a lot lot less DE’s in the under 40 zones of late, but i believe they are partially based on number of people in the area. My guardian has done a lot less of these (which is my newest alt, just hitting 40) that may be something to do with it at least partially
on crafting i do a little, but tend to level what he can make with what i can use. i.e. he can craft 45 ish gear at present lvl 40. Are you crafting at all? you can easily grab a couple of levels there.
have you done any dungeons also? they are nice xp (drop some xp boosts as well). Also being in a guild that does xp/gather and such buffs helps i find

I had a few DE’s that were announced but would not start. These were escort missions, and seems they require a minimum number of players to get under way. Hung around a bit, looking foolish, then left to do something else
Last evening, I had to pass though Plains of Ashford to get to the Marches. There were DE’s popping up all over. Seemed to me there were more than when I first explored it.
As a side note, I helped out with these, but mainly in support. Didn’t want to take away the EXP from the starting players. Made sure they ‘tagged’ the mobs first, then would add in AoE condition, set Healing Spring and help mop-up. Just doing this was enough to get the ‘gold’ finish. Also did a lot of ressing, both NPC’s and players ..
I craft (leatherwork/weaponsmith) both are at 130 – 140 levels, so that helped with some XP. I also collect everything I see in the mini-map when walking through an area. Good source of income and XP!
I have not done a dungeon yet. Wanted to get to a decent level before attempting one. Also, I mainly solo, and thought dungeons were accessible only with a group.

The amount of DE’s is discussed elsewhere already and there are several reasons.
First off all, there are some DE’s that might only start when there are enough people doing it. Secondly, there are DE chains, after the chain has finished there is a cooldown untill the chain starts again. If there are more people doing it, the quicker the next part of the chain start and the quicker the whole chain will start again. Last off all. Many DE’s require a kick-off to start. For example talking to an npc with a mark above the head. With less people around it takes longer before someone passes it and click it to start the DE.
