Is it possible to get a carrion devourer and hawk pet?

As Najten said, both can be found in Iron Marches. More specifically:
The Carrion Devourer is at the devourer nests heart near the lower center of the map. There will be Charr tending the devourers there. That one is hard to miss. The hawk is much easier to miss, however. It’s in the north east corner of the map, tucked away in the small non-branded area behind the ogre camp. Juvenile hawks can appear anywhere there between the ogre camp and the waterfall.

Those two pets should be out in the world somewhere, you can try looking them up on the wiki. there might be locations on it there.
