I recently bought a new laptop, and while testing GW2 with it I’ve noticed that while pressing W + E to strafe diagonally forward I can’t press the space bar to jump, but when I press Q + W to strafe left (as well as any combo of two movement keys), I can jump without issue while moving.

This issue only appears when the combination of W + E is pressed, I can move with any combination of WASD + QE as long as W and E are not pressed at the same time.

Is there some way to fix this issue? Is there some Windows 8 shortcut or function that is interfering with pressing the space bar with those keys held?

That’s most likely a problem called ghosting, you’ll need to get an external keyboard to fix that problem.

My first question is, why don’t you change strafing to A and D and disable turning. And please do not reply that you turn with your keyboard.

Get yourself a decent gaming mouse and bind a complete set of duplicate movement keys to that (use the numeric keypad binds).

I use my right thumb to control the strafe and forward movement (no back-pedal) – I can roll my thumb over two keys at a time for diagonal movement. I have dodge on the middle mouse-button and also on ‘V’ on the keyboard so I can hit space-V together and jump-roll while moving in any direction.

Edit: No turn-keys – you don’t need them.

Having looked at a few video guides on Youtube, I think it’s fair to say keyboard turning is very ‘popular’ in this game.

the likely problem is hardware related. all keyboards will have a limited number of keys that can be pressed before no more are recognized. cheap ones have lower limits. It has to do with combinations of electrical signals.
Anyways, you can test your keyboard by opening a text file. hold down a key, then also hold down another, then another, until it stops repeating on the screen

I’ve found that some key combinations on my computer don’t provide as many keys at one time (such as SDC, which for me means I can’t run forward, strafe left, and use utility #3 all at the same time)
There is only one solution to this problem, and that is to get a new keyboard. But test the keyboard before getting it to make sure it can do the combinations you need.

would autorun help? default setting key ‘R’

I have the same problem, except I can’t press S and D and jump at the same time. Any other combination of keys will go through except those 3 together.
