No, the rewards are essentialy low level exotics and rares to hepl you during your leveling. A character created before the NPE update is overall stronger than a new one, because you have access to all your traits whereas new chars need to unlock them by paying skill points or doing particular things in the open world.

I was referring to the stats that you get now as a new player to your base stats. For example, at Lv4 you get +30, Lv10 you get +35, and Lv16 you get +35 too. Will old players get these stats, or did they get these before, but we are told about them now.

The +stats you gain periodically essentially adds up to the same base amout for a level 80, they are just spread out differently while leveling.
Under the old system your stats went up a little bit each time you levelled up, although there was no notification of it.
All they’ve done is group those increases together. Which actually causes problems at quite a few points because the enemies stats still increase gradually, so for the few levels before you gain new stats everything will be much harder than it should be.
It’s one of the numerous issues with the NPE they’re apparently working on fixing.
