Legendary Mordrem on Silverwastes
Unfortunately they are mostly random and sometimes the one you don’t want keeps showing up while the one you need never shows. You need to keep the relevant fort defended. Increasing the defense level might increase the chance of a spawn.
Some time ago, someone published a guide to getting them to spawn. As I recall, they said that they were more likely to appear the sooner your map gets forts up to the maximum level of fortification (although clearly they can appear before that). For that, the poster suggested
- 4-8 people to run dolyak guard duty — that’s the biggest key to building the forts up.
- 2-3 people per fort on defense, using the siege that becomes available with higher defense level.
- If the map is light on people, you can gather everyone to take 2-3 forts — even just taking red and amber and running their yaks helps the map get going.
Near as I can tell from any of the maps I’ve been on, this works (although I am probably wrong on some of the details).

It’s really kittenty of ANet to gate 5 whole mastery points, literally the difference between finishing and not finishing CT, behind uncontrollable random appearance that requires huge coordination to achieve. Coordination that, at this point in the map lifecycle, isn’t going to exist unless you have a 150+ person guild you can get to show up and do it (which they aren’t going to want to do since the whole thing is random).

Amber is usually the fort that gets the least amount of upgrades which means that the other forts spend more time at level 4 and thus have more opportunities for the legendary to spawn.

In this case it got upgraded because of that guy who needed it.

There’s no guarantee — it’s still random. 90% chance doesn’t mean it will happen when you want it too
So the above (if it was ever true, if it’s still true) was just to increase the chances, not to guarantee anything. Still, if all four forts are upgraded fully at the first available time and maintained… there’s a better chance than if they are constantly in non-upgrade mode.
Unfortunately, it takes raw map population and team work across all the forts. From my understanding, even if you have one fort built all the way up, if the others are lacking, the chances of a spawn are still low.
If you’re in a guild, try setting up a guild event in Silverwastes.
If you’re soloing, try using lfg. Put in the description that you’re trying to get legendary spawns. You may be surprised by how many people show up when you use lfg, especially if you have patience for the group to grow. From what I’ve seen, lfgs like that tend to grow exponentially. Painfully slow at first when there’s less than 10 players, but once people see there’s a decent sized group going, they’re more likely to join in.
There’s a lot of people still looking for that one last Silverwaste legendary.

From my understanding, even if you have one fort built all the way up, if the others are lacking, the chances of a spawn are still low.
The chances of a spawn are low generally. The longer a fort has been well-defended, the higher the chances. What happens generally is if one fort is built up and the others haven’t, people leave the defended fort to protect the others, resulting in greater losses at the well-supported fort during its defense phases.
As a consequence, yes, there’s a strong correlation between “only one fort built …up” and “spawn chances are …low”, but it’s (commonly) a result of the same mechanic, rather than cause & effect.
