Level problem. (Please read)
By level suggestion do you mean your Story Missions? If so that always goes up a few levels after each step, don’t worry about it.
If you’re talking about the area you’re in, try and some dynamic events. If you’ve completed the map (or even haven’t) head to Queen’sdale. Champion events get called out in map chat all the time, you just need to get the waypoints near them.
Or you could head to another area of the same level and do the hearts/events around there
There are 5 starter zones that have level 1-15 content. Get to lion’s arch (through your starting city) and you can get to any of the other ones. If you explore your starting zone rather quickly (and don’t hang around to do lots of extra events and such) you’ll run out of level appropriate content partway through. So going to another starter zone to build up some extra levels is a way to get around that.
Your personal story is always going to jump ~2 levels each time you complete a step. So you might as well take the time to overlevel a bit and then burn through a few if you want a less scattered experience with them (Maybe even go 10 levels higher so that you can get through a full “chapter” of your personal story without ever worrying about your level).

You might like to try levelling in WvW too.
I know it sounds crazy – how is a level 12 to compete with 80s?
But – you actually get raised in level and if your gear is commensurate with your current level, that gets levelled too. You can actually be quite competitive, especially if you concentrate on defence and make use of arrow carts, canon, ballista, mortar, trebuchets e.t.c.
You get tons of Karma and can use it to buy good quality WvW weapons/armour from the vendors in the battlegrounds.
Go on! kill someone – you know you want to.
Also wherever you’re playing don’t ever just focus on your personal story quests and hearts. You should be doing all the dynamic events that start up near you (shown in orange on the list top right and on the map) and gathering crafting materials whenever you pass a node. If you’re interested you can use them to craft (which also gets you a lot of XP) or you can sell them.
Don’t forget to get all the vistas and points of interest you pass too. They also give you XP and a nice bonus when you complete a map.

Clear all the race cities and Lions Arch….that’s worth about 5 levels of XP.
If you find yourself feeling under leveled, travel to another races starter area and work on clearing it.
