PVE depending on what you want to do you can run a few different builds but this one works best for a party situation:

I am not too familiar with pvp build but mostly when i run my elementalist i tend to go tanky and maintain a point presence, can easily take on 2 v 1 situations even with tank ele. I would however just search youtube for a good pvp build.

Currently the meta build for ele is dagger/dagger which has probably the best sustain in the game. But that build does not rely on heavy bursty damage. However, it relies on the tankiness and gradually building up the damage pressure to wear opponents down.

A more bursty build for ele in PvP would be S/F fresh air. It’s also glassy so takes some practice to play well.
