How do I get to that mastery point and to that POI?
I have lay-line-gliding, I just can see no way how to get to these points.

The POI is underground (note the green arrows pointing down), reached via an NPC inside the city (between the North gate area and the West gate area). The NPC will have the Adventure icon over its head, and you’ll have to have Exalted Acceptance unlocked to enter the area with the POI.

I could get the mastery point, but I cannot find the NPC for the POI.
Exalted Acceptance is unlocked.
Do you perhaps have a picture of that NPC?

The poi is inside the adventure area. The npc in question is the one that guards the entrance to the adventure. Just turn north from the central Tarir waypoint, then head northwest to the stairs connecting the inner north and west gates. The entrance to the adventure is inside the connecting corridor.
