Mega Server and Guilds
It largely depends on what exactly you want to do. If you’re mainly focused on PvE then you can join a guild based on any server. You may miss out on some guild upgrades but other wise you’ll be able to do everything with your guild (dungeons, events, exploration etc.).
If you’re more focused on WvW then yes you need to join a guild on your home server or move to your guilds server.

To add to that, with the exception of WvW, by the end of the year Anet hopes to fix some of the problems of being on a guild on antoher server with regards to guild bank access and buffs.
Joining a Guild not on your home server would end up causing a LOT of issues for you that would be very frustrating. I would suggest against doing so.

Once they make the promised changes that will “unite” guilds across all servers so you get buffs and mission credit and such without having to guest or transfer, it won’t matter unless you think you’ll ever WvW.
But honestly, as it is right now, I’d recommend joining a guild on your home server. They’ve been known to give vague deadlines before, and not come through on them, so we might not see those guild changes as soon as they’ve said we will.
It’s a real hassle with the megaserver if you’re not on the same server as your guild – no buffs, no access to the guild bank, have to guest over for missions, but still some people from different home servers don’t get credit for missions even while guesting. It’s not worth the hassle unless you find a guild you just absolutely love somewhere else.

On the flipside, other than having to guest for guild mission rewards or not having access to the guild bank (because you can still use the guild banners that someone else plops down) there is no reason to move to that world.
Unless you want to WvW, let that not hold you back.
